Rules Regarding Transfer Certificate
- If a student has once been admitted to the University or to an affiliated or constituent College, he/she shall not, except as otherwise provided, be subsequently admitted to another institution under the academic control of the University, without the production of a Transfer Certificate from the Registrar or from the Principal of the College in which he has last been reading, as the case may be. Provided however, that a student, who during the same session has applied for admission simultaneously to the University and to a Constituent College, shall not be required to take a Transfer Certificate from the University in case he/she joins a Constituent College after his/her admission to the University. Such student shall in his/her application for admission to the University state the fact that he/she is also an applicant for admission to a Constituent College and he/she shall report to the University the fact of his/her joining a Constituent College as soon as he/she has done so.
- 14. When a student has been admitted to the University or to a College, he shall not ordinarily be allowed to take a transfer to any other College except at the end of an academic year.
- 15. Application for a Transfer Certificate must be made by letter to the Head of the Institution (Principal of the College or Registrar of the University). It must be singed by the applicant and countersigned by the applicant's parent or guardian.
- 16. If application is made at the close of an academic year, the only ground on which it can be refused is the failure to pay the sums due to the College, including tuition fees and fines and transfer fee, if any. If it is so refused the ground of refusal shall be notified in writing to the applicant, who shall have the right of appeal to the University.
- 17. If a student applies for transfer, against whom serious disciplinary action has been taken by the University, this fact shall be noted in his/her Transfer Certificate.
- 18. If a student applies for transfer at any time other than at the end of an academic year on the ground of (i) transfer of his parent or guardian from station at which the first College is situated, or (2) desirability of change of climate and station on the ground of health, duly certified by proper medical evidence or (3) any other good and sufficient reason, the Head of the Institution (Principal or Registrar) may grant his a transfer. If the Head of the Institution (Principal or Registrar) is of opinion that the application for transfer ought not to be granted he shall, if the student so desires, at once refer the case to he University, stating his ground of objection.
- A student desiring a Transfer Certificate under the previous Regulation shall submit his/her application not less than 10 days before the end of a month. Not less than three days before the later date he shall be informed whether his/her application has been granted and in that case he shall be furnished with a statement of all the sums due by him to the Institution. If these dues are paid by him on or before the authorised date of issue, he/she shall receive his/her Transfer Certificate on that date.
- If, owing to the intervention of holidays or some unforeseen contingence, it is found impossible in accordance with the conditions laid down, to issue the certificate on the last day of the month or the preceding working day, the certificate shall be issued as soon as possible, the same notice as specified above being given to the applicant with regard to the sums due by him. The date borne on the Transfer Certificate shall be that of the last day of the month for which the transfer is desired except in cases of urgency, where the date of the certificate shall be the date of issue.
- If the student does not pay the sums due by him within the time specified above, he/she shall not be entitled to his/her Transfer Certificate until the last day of the month in which he pays his dues, or the corresponding day preceding a vacation or holiday.
- If application is made for a Transfer Certificate after the commencement of a vacation exceeding fifteen days and extending beyond the last day of the month in which it commences, the certificate, if granted, shall bear the date of the last day of such vacation if this coincides with the last day of a month, otherwise, it shall bear the date of day of the last day of the preceding month. The student applying for transfer shall submit his/her application at least six days before and shall receive his certificate if granted not later than five days after the end of the vacation. He shall before the issue of the certificate, receive at least three days intimation of the sum due by him to the College from which he/she desires transfer and if these dues are not paid within this time the issue of the certificate shall be deferred in accordance with section 23 above.
- All fees for the month corresponding to the date borne on the Transfer Certificate shall be paid to the College from which the Transfer is taken, and fees shall likewise be paid to the same College for an additional month, if the application for transfer is made before vacation which commences not more than one month after, and which extends more than one month beyond the date on the certificate. The fact of the payment of such additional fees shall be duly entered on the certificate and unless a student takes admission to another College within a month of the date of his Transfer Certificate he/she shall be liable to pay these fees at the second College.
